A. POSTAL SERVICES STREAM - CLASSIFICATIONS

A.1 Postal services trainee

A.1.1 Role definition

A Postal services trainee is employed to:

  • Works under direct supervision with regular checking of progress:
  • Apply knowledge and skills to a limited range of tasks; and
  • Performs work within established routines, methods and procedures that are predictable and which require the exercise of limited discretion.

    A.1.2 Indicative tasks
    A Postal services trainee would normally perform the following indicative tasks:

  • Communicate in the workplace;
  • Work effectively in a retail environment;
  • Operate retail equipment;
  • Perform routine housekeeping duties;
  • Apply safe working practices.

    A.1.3 Qualifications
    An employee who holds an AQF Certificate 1 in Retail Operations (WRR10102) or equivalent would be classified at this level when employed to perform the functions in the Role definition.

    A.2 Postal services officer level 1

    A.2.1 Role definition
    A Postal services officer level 1 is employed to:

  • Perform a range of tasks where choice between a limited range of options is required;
  • Demonstrate basic operational knowledge in a moderate range of areas;
  • Apply a defined range of skills;
  • Apply known solutions to a limited range of predictable problems;
  • Assess and record information from varied sources;
  • Take limited responsibility for their own outputs in work and learning.

    A.2.2 Indicative tasks - Postal services officer level 1
    An employee classified as a Postal services officer retail post at this level would normally perform the following indicative tasks:

  • Communicate in the workplace;
  • Work effectively in a retail environment;
  • Perform routine housekeeping duties;
  • Apply safe working practices;
  • Operate retail equipment;
  • Apply point of sale handling procedures;
  • Interact with customers;
  • Perform stock control procedures;
  • Minimise theft;
  • Balance register/terminal.

    An employee would also normally perform some of the following indicative tasks:

  • Sell products and services;
  • Advise on products and services;
  • Merchandise products;
  • Apply retail office procedures;
  • Apply retail office keyboard skills; Perform retail finance duties.

    A.2.3 Qualifications
    An employee who holds an AQF Certificate II in Retail operations (WRR20102) or equivalent would be classified at this level when employed to perform the functions in the role definition and taking into account the indicative tasks.

    A.3 Postal services officer level 2
    A Postal services officer level 2 is employed as:

  • Postal services officer level 2 - operations;
  • Postal services officer level 2 - supervisor.

    A.3.1 Role definition
    A Postal services officer level 2 is employed to:

  • Perform processes that require a range of well-developed skills where some discretion and judgment is required;
  • Demonstrate some relevant theoretical knowledge;
  • Apply a range of well-developed skills;
  • Apply known solutions to a variety of predictable problems;
  • Interpret available information using discretion and judgment;
  • Take responsibility for their own outputs in work and learning;
  • Take limited responsibility for their own outputs in work and learning;
  • Take limited responsibility for the output of others.

    A.3.2(a) Indicative tasks - Postal services officer level 2 - operations

    An employee classified as a Postal services officer retail post at this level would normally perform the following indicative tasks:

  • Build relationships with customers (advanced selling);
  • Profile a retail market;
  • Apply store security systems and procedures;
  • Maintain and order stock;
  • Monitor in-store visual merchandising or create a display for a small business.

    An employee at this level would also normally perform the following indicative tasks:

  • Handle customer interviews and applications;
  • Handle mail which is received in a retail environment;
  • Deliver mail in a retail environment;
  • Process postal outlet business transactions;
  • Coordinate retail office;
  • Operate retail information technology systems;
  • Produce financial reports;
  • Plan assessment, conduct assessment, review assessment;
  • Train small groups;
  • Coordinate merchandise presentation;
  • Monitor in-store visual merchandising display or create a display for a small business;
  • Maintain store safety;
  • Maintain store security;
  • Develop innovative ideas at work.
  • A.3.2(b) Postal services officer level 2 - supervisor
    An employee classified as a Postal services officer general selling at this level would normally perform the following indicative tasks:

  • Coordinate interaction with customers;
  • Coordinate work teams;
  • Maintain employee relations;
  • Maintain store safety;
  • Maintain store security.
    An employee at this level would also normally perform the following indicative tasks:
  • Handle customer interviews;
  • Handle mail which is received in a retail environment;
  • Deliver mail in a retail environment;
  • Process postal outlet business transactions;
  • Coordinate Sales Performance;
  • Coordinate retail office;
  • Operate retail information technology systems;
  • Maintain and order stock;
  • Produce financial reports;
  • Plan assessment, conduct assessment, review assessment, train small groups;
  • Coordinate merchandise presentation;
  • Profile a retail market;
  • Develop innovative ideas at work.

    A.3.3 Qualifications
    An employee who holds an AQF Certificate III in Retail Operations (WRR30202), an AQF Certificate III in Retail Supervision (WRR30102), or equivalent, or has sufficient relevant employment experience to equate to the above would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.4 Postal services manager level 1

    A.4.1 Role definition
    A Postal services manager level 1 is employed to:

  • Demonstrate understanding of broad knowledge base incorporating some theoretical concepts;
  • Apply solutions to a defined range of unpredictable problems;
  • Identify and apply skill and knowledge to a wide variety of contexts, in some cases in depth;
  • Identify, analyse and evaluate information from a variety of sources;
  • Take responsibility for their own outputs in relation to specified quality standards; Take limited responsibility for the quantity and quality of output of others.

    Such an employee shall be managing a small retail outlet, or section or department within a larger retail store.

    A.4.2 Indicative tasks
    An employee at this level would normally perform the following indicative tasks:

  • Manage sales and service delivery;
  • Administer human resources policy;
  • Manage financial resources;
  • Lead and manage people;
  • Manage merchandise and store presentation; Provide a safe working environment.

    An employee at this level would also normally perform some of the following indicative tasks:

  • Buy merchandise;
  • Coordinate retail office;
  • Coordinate interaction with customers;
  • Prepare payroll;
  • Plan assessment, conduct assessment, review assessment;
  • Train small groups;
  • Control store security/loss;
  • Control inventory;
  • Manage store facilities;
  • Lead a team to foster innovation;
  • Create an innovative work environment;
  • Set up systems to support innovation;
  • Select an e-business model;
  • Adopt mobile commerce applications to improve sales and service;
  • Manage retail brands online;

    A.4.3 Qualifications
    An employee who holds an AQF Certificate IV in Retail Management (WRR40102) or equivalent or has sufficient relevant employment experience to equate to the above would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.5 Postal services manager level 2

    A.5.1 Role definition
    A Postal retail services manager level 2 is employed to:

  • Demonstrate understanding of a broad knowledge base incorporating theoretical concepts, in some cases in substantial depth;
  • Analyse and plan approaches to technical problems of management requirements;
  • Transfer and apply theoretical concepts and/or technical or creative skills to a range of situations;
  • Evaluate information, using it in forecasting for planning or research purposes;
  • Take responsibility for their own outputs in relation to broad quantity and quality parameters;
  • Take responsibility for the achievement of group outcomes.
    Such an employee shall be providing support to senior management in a larger postal outlet or being responsible for the management of a postal outlet.

    A.5.2 Indicative tasks
    An employee at this level would normally perform the following indicative tasks:

  • Manage merchandise and store presentation;
  • Manage sales and service delivery;
  • Provide a safe working environment;
  • Administer human resources policy;
  • Lead and manage people;
  • Analyse and communicate information;
  • Set strategic plans;
  • Initiate and implement change;
  • Manage financial resources;
  • Manage store facilities.

    An employee at this level would also normally perform some of the following indicative tasks:

  • Buy merchandise;

  • Prepare payroll;
  • Control store security/loss;

    A.5.3 Qualifications
    An employee who holds an appropriate AQF Diploma of Retail Management (WRR50102) or equivalent or has previous experience in a retail environment and provides application of skills and knowledge to a wide range of contexts including responsibility for own outputs and some responsibility for quality and output of others would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.6 Interpretation Indicative tasks

    A.6.1 The indicative tasks set out in the postal services stream are aligned to the units of competency in the National Wholesale, Retail and Personal Services Industry Training Council's endorsed retail competency standards in the Retail Training Package (WRR02 V2.00).

    A.6.2 In the event of a dispute over the meaning of the indicative tasks the relevant standards will be used to assist interpretation. POSTAL DELIVERY STREAM

    A.7 Postal delivery trainee

    A.7.1 Role definition
    A Postal delivery trainee is employed to perform a range of defined activities most of which are be routine and predictable.

    A.7.2 Indicative tasks
    An employee at this level would normally perform following indicative tasks:

  • Shift materials safely using manual methods;
  • Participate in basic workplace communications;
  • Carry out basic workplace calculations;
  • Follow OH&S procedures;
  • Conduct housekeeping activities;
  • Work effectively with others;
  • Apply customer service skills.

    An employee at this level would also normally perform some of the following indicative tasks:

  • Ride a courier/delivery bicycle;
  • Shift load using manually operated equipment;
  • Complete workplace orientation/induction procedures;
  • Follow security procedures.

    A.7.3 Qualifications
    An employee who holds an AQF Certificate I in Transport and Distribution (Warehousing and Storage) (TDT10102) or equivalent would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.8 Postal delivery officer level 1

    A.8.1 Role definition
    A Postal delivery officer level 1 is employed to perform a prescribed range of functions involving known routines and procedures and some accountability for the quality of outcomes

    A.8.2 Indicative tasks
    An employee at this level would normally perform the following indicative tasks:

  • Use product knowledge to complete work operations;
  • Manually sort mail and parcels;
  • Carry out delivery operations;
  • Carry out vehicle inspection;
  • Ride courier/delivery motor cycle;
  • Process workplace documentation;
  • Apply accident/emergency procedures;
  • Work in a socially diverse environment;
  • Apply quality procedures.

    An employee would also normally perform some of the following indicative tasks:

  • Apply basic first aid;
  • Move materials mechanically using automated equipment;
  • Prioritise courier/delivery operations;
  • Use IT devices and computer applications in the workplace.

    A.8.3 Qualifications
    An employee who holds an AQF Certificate II in Transport and Distribution (Warehousing and Storage) (TDT 20102) or equivalent would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.9 Postal delivery officer level 2

    A.9.1 Role definition
    A Postal delivery officer level 2 is employed to perform a defined range of skilled operations, usually within a range of broader related activities involving known routines, methods and procedures, where some discretion and judgment is required in the selection of equipment, services or contingency measures and within known time constraints.

    A.9.2 Indicative tasks An employee at this level would normally perform the following indicative tasks:

  • Apply product knowledge to organise work operations;
  • Prepare workplace documents;
  • Lead a work team or group;
  • Implement and monitor OH&S procedures;
  • Deliver and monitor a service to customers. An employee would also normally perform some of the following indicative tasks:
  • Conduct assessment;
  • Train small groups;
  • Apply advanced first aid;
  • Conduct induction process;
  • Apply and monitor workplace security procedures.

    A.9.3 Qualifications
    An employee who holds an AQF Certificate III in Transport and Distribution (Warehousing and Storage) (TDT 30102) or equivalent would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.10 Postal delivery officer level 3

    A.10.1 Role definition
    A Postal delivery officer level 3 is employed to perform a broad range of skilled applications including requirements to evaluate and analyse current practices, develop new criteria and procedure for performing current practices and provision of some leadership and guidance to others in the application and planning of the skills.

    A.10.2 Indicative tasks
    An employee at this level would normally perform the following indicative tasks:

  • Collect, analyse and present workplace data and information;
  • Develop and maintain a safe workplace;
  • Coordinate quality customer service;
  • Apply conflict/grievance resolution strategies;
  • Manage personal work priorities and professional development
  • Facilitate and capitalise on change in the workplace;
  • Manage workplace information.

    An employee would also normally perform some of the following indicative tasks:

  • Coordinate breakdowns and emergencies;
  • Implement and coordinate emergency accident procedures;
  • Facilitate work teams.

    A.10.3 Qualifications
    An employee who holds an AQF Certificate IV in Transport and Distribution (Warehousing and Storage) (TDT40102) or equivalent would be classified at this level when employed to perform the functions in the Role definition and taking into account the Indicative tasks.

    A.11 Interpretation - Indicative tasks: The indicative tasks set out in the postal delivery stream are aligned to the units of competency in the Transport and Distribution Training Australia endorsed competency standards in the Transport and Distribution (Warehousing and Storage) Training Package (TDT02).
