EBA 2 - AUSTRALIA POST ENTERPRISE AGREEMENT 1994-96
INDEX TO AGREEMENT
1 - TITLEThis agreement shall be known as the Australia Post enterprise Agreement 1994-96 2 - DEFINITIONS
"Australia Post" means the Australian Postal Corporation 3 - PARTIES BOUND
This agreement is binding upon: 4 - DURATION OF AGREEMENTThis Agreement will come into force on 20 October 1994 and shall remain in force until 19 April 1996. 5 - TERMS OF THE AGREEMENT
5.1 COMMITMENT TO AUSTRALIA POST'S FUTURE5.1.1 It is agreed that despite the significant achievements in recent years and the years and the high levels of current performance the real challenge of competition lies ahead. 5.1.2 It is further agreed that we must move to jointly plan and respond now to meet these competitive challenges to protect current and future jobs. We must ensure that Australia Post is one of Australia's best and most valued business enterprises into the next century.
5.1.3 This will be achieved by building on the co-operative and
participative approach already established between the
corporation, staff and the unions to:- 5.1.4 The Enterprise Agreement is primarily a vehicle sharing corporate productivity gains with staff; and establishing frameworks and processes for participative workplace change. 5.1.5 the parties accept that corporate productivity and quality service outcomes are generated by a wide range of initiative pursued at the national, state or workplace levels. This agreement is built around co-operation and appropriate consultation in the on-going implementations of such changes. This agreement sets broad directions but the detail of such changes need to be progressed and implemented in accordance with the Joint
5.2 STRENGTHENING PARTICIPATIVE WORKPLACES5.2.1 The 1992-94 Enterprise Agreement contained a range of initiatives directed as achieving world best practice through workplace flexibility and quality service initiatives. 5.2.2 The parties re-commit themselves to these directions and to further investigate initiatives that will value the diversity of our workforce and the contributions that can be made by each individual. 5.2.3 Best Practice Framework
The parties have agreed on a best practice framework built around
the following definitions: 5.2.4 Quality Service 2 (QS2)
It is agree that is in developing QS2, the criteria will be kept
basically the same as for QS1, but with specific attention on: 5.2.5. The bonus for achieving QS2 will be %520 and it will be available on and from 1 February 1995 for qualifying facilities. Work and Family Initiatives
5.2.6 The parties agree to introduce facilitative provisions* to
provide for:
(iii) working hours flexibility for family purposes based on
variation of core working times or mutually agreed short term
absence less than one day) on the basis of an agrees make-up
arrangement for the time taken; (v) scope at all levels, subject to operational considerations, for staff to convert from full-time to part-time employment based on family considerations. These provisions will be based on agreed general national guidelines which the parties will develop. The parties agree that the benefits to the Corporation as well as the the individual will be considered. 5.2.7 It is agreed that these initiatives would be monitored over the life of the agreement to determine their effectiveness from the viewpoint of the individual, unions and Corporation. Operation Flexibility 5.3.8 The parties affirm commitment to the principle that suffering should be aligned to level of workload in a way that delivers cost-effective quality customer service. 5.2.9 The parties agree that best practice staffing arrangements should be developed and progressed at the State and workplace levels in accordance with established guidelines, participative and consultative arrangements, including workplace flexibility processes, and the Joint Statement of Understanding.
5.2.10 Permanent part time employees in base level operational
positions who are members of a union, shall receive preference
when applying for permanent full time vacancies in their
employment stream. Such preference shall be applied in manner
agreed between the parties. 5.3 PROVIDING AN EFFECTIVE NETWORK
5.3.1 Letters and Parcels
5.3.2 It is accepted that Australia Post has to achieve delivery
service standards that meets customer needs and provide a
competitive edge. The parties will consult at a State and
workplace level on the changes that are needed to meet the
following national standards: Technology 5.3.3 The parties recognise the critical role that technology will play in the future of the Corporation and will co-operative in fully utilising the existing capabilities of the OCR (Optical Character Recognise) equipment and will jointly evaluate enhancements to current technology and new technology opportunities. 5.3.4 Transport The parties agree to develop a framework to improve the utilisation of Australia Post's transport resources including State Transport operations, provision of vehicles and support services. The framework will incorporate participative processes, and will be directed at achieving best practises. 5.3.5 Interstate Linehaul
In respect of Interstate Linehaul Drivers the following had been
agreed: upon certification of Enterprise Agreement 29.59 cents per km after 6 months 30.03 cents per km after an additional 6 months 30.49 cents per km 5.3.6 Delivery The parties agree to continue and accelerate existing best practice based change programs (such as the establishment of delivery centres, development training for supervisory/management level and operational processes). 5.3.7 Delivery Rounds - Computerised Data Bases The parties will co-operate in the priority development and on- going maintenance of data bases covering customer names, addresses and the structure of directly rounds. This will include implementation of the new Post Office Redirection of Mail system (POROM). 5.3.8 Retail The parties agree to continue to implement commercial best practice programs to ensure retail network profitability. 5.3.9 The parties will reach to continue to implement commercial best practice programs to ensure retail network profitability. 5.3.9 The parties will reach agreement at State level on the the broad scale and outline of the changes that will need to be implemented during the life of this agreement to ensure that the previously agreed time agreed time for completing the Retail Post program is met. 5.3.10 Structural Change The parties have agreed to split have agreed to a split in the current combined retail and delivery management structures at the Area Postal Manager (APM) network level and above, in conjunction with a reduction in the total number of networks, to a number agreed between the parties at State level. All APM positions will be declared vacant and filled on a normal merit based selection process. The split is to commence as soon as possible and be completed no later than 1 March 1995. 5.4 CORPORATE OUTCOMES
5.4.1 The parties agree to co-operate in:- 5.5 IMPLEMENTATION5.5.1 The parties agree to set up a consultative and monitoring arrangement at the national and state level to facilitate implementation of this agreement and other associated change initiatives directed at improving quality and costs competitive ness of the business. 5.6 DISPUTE SETTLEMENT5.6.1 During the period of the agreement any disputes or problems over the application or interpretation of the agreement shall be resolved in accordance with the Joint Statement of Understanding. 5.6.2 Where the consultative processes contained in the Joint Statement of Understanding fail to settle a dispute or problems over the application or interpretation of the agreement shall be resolved in accordance with the Joint Statement of Understanding. 5.6.2 Where the consultative processes contained in the Joint Statement of Understanding fail to settle a dispute on matters arising from implementation of this agreement, the parties agree to refer the matter to the Australian Industrial Relations Commission (AIRC) and will abide by any recommendation made by the AIRC in settlement of the dispute. 5.7 BENEFIT DISTRIBUTION5.7.1 The parties recognise that the sharing of benefits has to be based on commitment to the terms of the agreement, The following payment have been agreed: Date Payment Amount First pay period commencing First Payment 2% on or after the date of certification by the Australian Industrial Relations Commission After 6 months Second Payment 1 1/2% After a further 6 months Third Payment 1 1/2% plus Corporate Bonus $500* Achievement of QS2 Bonus Payment $520* *Before Tax 5.7.2 Corporate Bonus 5.7.3 The corporate bonus outlined above is subject to on-going and demonstrable co-operation in the implementation of the agreement and achievement of the corporate productivity objectives. 5.8 APPLICATION5.8.1 This agreement to all staff covered by Australia Post's awards, but excludes staff employed under individual employment contracts. 5.8.2 Should, during implementation, any state, business stream or employment category not comply with the implementation provisions, there is scope to seek resolution under Section 6 (Dispute Settlement). 5.9 TERM OF AGREEMENT5.9.1 This agreement operates from the date of ratification by the AIRC and shall operate for a period of 18 months. 5.9.2 Negotiation on a new agreement shall commence three months before expiry of Agreement. 5.10 RESERVED MATTERS5.10.1 The following items are reserved on the basis that the parties, by agreement, may seek for them to be varies by application to the Australian Industrial Commission under Section 170ML:
