A3. POSITION DESCRIPTIONS

LEVEL 1

DESCRIPTION
This job role is a labourer or operative's assistant who undertakes telecommunication, installation and/or maintenance activities.

MAIN DUTIES
The functions at this level are performed alone or under direct on-site supervision, and will typically include assisting in a combination of activities and/or behaviours as typified by the following:
1. Construction/installation of jointing chamber
2. Hauling activities
3. Shoring
4. Pit, pipe, conduit and associated plant
5. Direct buried cable activities
6. Operation of basic hand and power tools
7. Assist with Pre-wiring of installation site
8. Act as second member of a two person team working in defined confined spaces
9. Maintain network integrity at all times.

PERSONAL SPECIFICATIONS
Working knowledge of OH&S Policies and Practices.
Ability to perform quality work practices.
Be prepared to undergo further training as required to ensure continuous improvement in work practices.
Current Drivers Licence - Class `C' (minimum) NSW and/or similar licence for other States and Territories as appropriate.

    LEVEL 2

    DESCRIPTION
    This position is for a trainee to work under the direction of a Field Supervisor and/or Advanced Cable Jointer and /or Intermediate Cable Jointer and undertake "small" size communications cable jointing, maintenance and testing of communication cable in the Telecommunication Network. This position shall have a probationary period of three (3) months, based on competency assessment and appraisal for advancement to a Basic Cable Jointer. Advancement to Basic Cable Jointer is expected to be not les than 6 months experience and contingent upon being competent at that level.

    MAIN DUTIES
    Undertake basic communication cable jointing activities on working and non-working cable, up to 100 pair.
    Assist in the updating of field documentation as required.
    Use safe work practices at all times.
    Work in consultation with experienced Jointers and Supervisors to ensure continuous improvement in work practices.
    Comply with all Quality Assurance requirements and use relevant Procedures, Work Instructions and documentation.
    Undertake Pit and Pipe installation activities.
    Perform any and all other duties as may be reasonably required.

    LEVEL 3

    DESCRIPTION
    This position is for Level 3 jointer to work under the direction of a Field Supervisor and/or Advanced Cable Jointer and/or Intermediate Cable Jointer, to undertake jointing of "small" size communication cables and maintenance and testing of communication cable in the Telecommunications Network. This position shall have a probationary period of between twelve and twenty four (12-24) months, with a competency appraisal for advancement to a Level 1 Intermediate Cable Jointer, based on four quarterly assessments. Advancement to Intermediate competency level, being subject to the need for additional personnel at this level.

    MAIN DUTIES
    Undertake basic communication cable jointing activities on working and non-working cable, up to 100 pair.
    Assist in the updating of field documentation as required.
    Use safe work practices at all times.
    Work in consultation with experienced Jointers and Supervisors to ensure continuous improvement in work practices.
    Comply with all Quality Assurance requirements and use relevant Procedures, Work Instructions and documentation.
    Erect Drop Wire and IBC Cable.
    Read, amend and interpret plans.
    Perform any and all other duties as may be reasonably required.

    The work undertaken at this level involves the carrying out of tasks connected with the installation and operation of telecommunication equipment. These tasks require a level of knowledge and skill that will enable the performance of routine installation, operation and simple diagnostic activities. This requires a basic working knowledge of Design and Construction technologies

    Field Supervision:
    Subject to complexity and the critical nature of the work, the employee at this level is a hands-on member of a team and may supervise Level 1 and 2 staff members to a maximum of 3.
    As a part of the co-ordinating function this person would interpret the job sketch / drawing and if necessary make minor changes in the job application which did not change the job design intent.

    LEVEL 4

    DESCRIPTION
    This position is for level 4 jointer to work under the direction of a Field Supervisor and/or Advanced Cable Jointer, to undertake cable jointing rearrangements, terminations, maintenance and testing of communication cable accessories and services in the Telecommunications Network. Must be able to perform all functions from a Basic Cable Jointer up to and including Level 2 Intermediate Cable Jointer.

    MAIN DUTIES
    Undertake cable cut-over and re-arrangements.
    Undertake basic cable jointing activities on working and non-working cable.
    Locate and repair cable faults using instruments.
    Assist in the training and development of Levels 1, 2 & 3 Cable Jointers.
    Update field documentation as required by Supervisors, Advanced Cable Jointers or Scheduler.
    Use safe work practices at all times.
    Work in consultation with other experienced Jointers and Supervisors to ensure continuous improvement in work practices.
    Comply with all Quality Assurance requirements and use relevant Procedures, Work Instructions and documentation.
    Perform any and all other duties as may be reasonably required.
    Installation of new Telecommunication services.
    Installations of CPAS.
    Read, amend and interpret plans.

    PERSONAL SPECIFICATIONS

    This position is for an employee to work under the Field Supervisor, and undertake complex communication cable jointing, rearrangements, terminations, maintenance and testing of cable accessories and services in the Telecommunications Network, and in doing so, report directly back to the Field Supervisor. Must be able to perform all functions from a Basic Cable Jointer up to and including a Level 1 Advanced Cable Jointer.

    MAIN DUTIES
    Fully experienced and able to undertake complex communication cable jointing activities.
    Optical Fibre splicing.
    Coordination of any and all other staff involved in combined jointing activities.
    Locate and repair cable faults using instruments.
    Assist in the training and development of Level 1, 2, 3 & 4 Cable Jointers.
    Update field documentation as required by Supervisors and Scheduler.
    Use safe work practices at all times.
    Work in consultation with experienced Cable Jointers and Supervisors to ensure continuous improvement in work practices.
    Comply with all Quality Assurance requirements and use relevant Procedures, Work Instructions and documentation.
    Directly undertake and/or coordinate Test and Survey analysis of Cable Systems.
    Install Pair Gains System.
    Be fully conversant in Exchange MDF Practices.
    Read, amend and interpret plans.
    Perform any and all other duties as may be reasonably required.

    Depth/Breadth Of Experience/Skills Required To Perform The Job:
    This job role will analyse complex system faults where a high level of diagnostic skill is required. This role will also have a reasonable working knowledge of one or more Design and Construction technology and a basic knowledge of several other Designs and Construction technologies.
    Staff must demonstrate a practical working knowledge of the relevant work practices and competency in the above functions as required. In addition, specific requirements exist in the following areas:
    Cable Practices: Staff must demonstrate a high level of skill in one or more of the following: a wide range of complex cable jointing, testing/analysis or fault localisation practices. Staff would require a detailed understanding of the influence of a wide range of factors such as:

  • Existence and characteristics of special services and pair gain systems
  • Non-interference of working services

    Design:
    Skills and experience appropriate to the role.

    Field Supervision:
