DOWNER CONNECT AGREEMENT 2004 - 2007

LEVEL 6

This role is a leading operative in telecommunication/design/ installation/maintenance work activities.
Primary Role - one or more of the following work activity areas:
1. Design and estimating
2. Leading Operative - field
Functions performed in this area will typically include a combination of activities and/or behaviours as typified by the following:
1. Conduct and report on technical investigations.
2. Optic fibre testing/splicing and commissioning as appropriate and running Optic Fibre jumpers.
3. Perform functions in design and estimating.
4. Maintain network integrity at all times.
5. Proactive fault management.
6. Performance Analysis and Reporting.
7. Review and modify "Scope of Work" for field allocation.
8. Act as second member of a two person team working in defined confined spaces.
9. Take all reasonable steps to prevent discriminating, harassment behaviour or procedures cease, resolve complaints, keep records and report as required by current procedures.

PERSONAL SPECIFICATIONS
Must have accreditation to required level and demonstrated competency to undertake all of the above duties.
A thorough Performance review will be undertaken prior to advancement to this level.
Working knowledge of OH&S Policies and Practices.
Knowledge of and the ability to perform quality work practices.
Current Drivers Licence - Class `C' (minimum) NSW and/or similar licence for other States and Territories as appropriate.
Preparedness to undergo further training as required to ensure continuous improvement in work practices. PERSONAL ATTRIBUTES

QUALIFICATIONS MANDATORY
1. Lead a project work team, and assign overall responsibility for the safe and timely completion of project activities.
2. Development of team members through on the job training
3. Planning, programming, co-ordination and control of the project activities and resources for the team.
4. Update appropriate systems with project completion data and maintain data bases of reference.
5. Supervision of sub-contractors as required.
6. Carry out site inspections prior to work commencing.
7. Liaise with Project Management as required.
8. Workload / Workforce management.
9. Create "Scope of Work" for field allocation.
10. Comply with relevant Occupational Health, Safety and Environment Policy and procedures.
11. Comply with Code of Conduct at all times.
12. May be required to assist and guide the on-the-job training and job familiarisation of staff other than those directly led.
13. Perform other duties as required, which may include activities normally carried out at other levels.
14. Pit and Pipe/Advanced Jointer Accreditation.
15. Driver's licence (according to state legislation).

Accountabilities
1. Ensure all work is undertaken in a timely cost effective manner, meeting the performance targets set and ensuring that at all times work is performed in a safe and healthy manner.
2. Ensure that all data is entered accurately to all databases and in a timely and efficient manner.
3. Responsible for maintaining network integrity.

Depth/Breadth Of Experience/Skills Required To Perform The Job:

General:
This level requires extensive knowledge of relevant functions. Staff must demonstrate a practical working knowledge of the relevant work practices and competency in any of the above work activity areas. In addition, specific requirements exist in the following areas:

Leading Operative - Field
The work undertaken at this level requires the application of initiative and technical judgement and involves leading a team undertaking project activities. The role will provide high level technical support and guidance and will be responsible for the team's output. The team may comprise staff of any designated group.

Position Description contd:
Leading operative roles require extensive knowledge of the Health Safety and Environment role together with the ability to take a pro-active role therein.

Work Group Purpose:
To deliver projects in a safe and healthy manner, to work instruction standards and in accordance with the project scope.

    FIELD MATERIALS CO ORDINATOR Materials - Field


    In accordance with the Depot Material Handling Stock Procedures accept the responsibility for a range of stores related activities and the oversighting and operation of the materials functions. Operate the relevant material systems as required.
    Indicative tasks but not limited to:
    Control the function of the primary/secondary depot holding such as stock management, co-ordination of the replenishment of issues and orders from the supply source, selection, packing, recovery and delivery of material.
    Prepare for issue, deliver or dispense all types of material held in the primary holding and process recovered material for primary and secondary holdings.
    In conjunction with the Regional Material Liaison Officer conduct reviews of the adequacy of holdings at primary and secondary holdings.
    A position in this situation may operate individually or may be required to supervise a small number of staff.
    Organise deliveries in accordance with job demand and availability of supply.
    Carry out regular stock checks at primary and secondary holdings and assist with the annual stock take
    Assist in the implementation of security, fire and safety precautions
    Assist in the provision of on-the-job training for relief staff.
    Liaise with depot management and other work areas appropriate to the above, in a Workforce Management System support environment.
    Ensure material ordering and receipting through material processes of non catalogue material.
    Processing of urgent material to vans ensuring material is delivered on time.
    Monitor and recommend material to be in vans based upon the frequency of orders being processed through the local purchase facility of the regional system via Material Management Branch
    Ensure van holding levels meet individual needs in conjunction with Material Management Branch
    Ensure satisfactory resolution of "reject reports"
    Arrange with Material Management Branch to change the Workforce Management System/Materials System.

    MEMORANDUM OF UNDERSTANDING

    The parties agree that sub-contractors may be used in accordance with the following understanding.

    1. Subcontractors (including labour hire) may be used by the Company to carry out work as required.

    2. It is not the intention of the Company to use Contractors (including labour hire) to the detriment of the Company's direct employees.

    3. If requested the Company will advise the Consultative Committee and other parties to this Agreement of the manner, use and type of work and all relevant information relating to subcontractors used by the Company, on this project.

    4. Subcontractors used on the site for duties such as but not limited to:
    (a) Perform specialised work or services;
    (b) Install and/or refurbish facilities, plant or equipment;
    (c) Modify or replace facilities, plant or equipment.
