  • AGREEMENT - AUS POST AND CWU T&S NSW BRANCH

    February 2020

    The following represents the agreement between Post and the CWU/CEPU.
    • Implementation of the SPF Technical rosters will occur on 17 Feb 2020.
    • There will be three operational/maintenance teams that will rotate between 5am, 1pm and 9pm.
    • Each team will have one TL and seven PTO4s which includes one mechanical technician.
    • These shifts will rotate on the basis of 4 weeks for day shifts and 2 x 2 weeks for other shifts.
    • There will be a fixed maintenance shift that will commence at 5am
    • The Maintenance Team will have a TL and seven PTO4s which includes three mechanical technicians.
    • An EOI will be distributed to all PTO4s at SPF to enable staff interested in the fixed morning maintenance shift to express an interest in that shift.
    • The selection process for the Maintenance team will be qualifications for roles required ie. electrical and mechanical technicians followed by seniority.
    • Sunday shifts will be overtime shifts.
    • SPF Sunday Shifts will be as follows, for the first 3 months;
      • Morning shift 7:00am - 3:10pm 5 x PTO4 and a TL
      • Afternoon shift 3:00pm - 11:10pm 5 x PTO4 and a TL
      SPF Sunday Shifts will be as follows, after the first 3 months;
      • Morning shift 7:00am - 3:10pm 4 x PTO4 and a TL
      • Afternoon shift 3:00pm - 11:10pm 4 x PTO4 and a TL
    • SPF overtime is to be offered equally to provide equal access on Sunday.
    • SPF Saturday overtime to be offered based on operational requirements and staffing will be sourced from SPF technicians
    • SGF will continue to be maintained wholly from SPF, including when needing support with 1 person operations
    • SGF Overtime on Sunday will continue with 2xPTO4 on day, evening and night shifts until 1 July 2020.
    • SGF Maintenance overtime offers on Saturday will be based on operational requirements
    • SGF staffing will be included in the SPF rosters and will include 1 x PTO4 on the Monday to Friday shifts subject to confirmation that there are no safety issues with this arrangement.
    • The CWU will seek at a national level a joint review of classifications, particularly having regard to the number of staff having equivalent qualifications to the formal qualifications.
    • Each rostered shift will have a 30-minute paid meal break.
    • The shift swap process will be as follows;
        Requests within team
      • Organised amongst team members and team leader to be advised.
      • Requests for Short Term swaps outside team (up to and including one week)
      • Any such request should be at least 1 week in advance where practicable.
      • Employees must make the request by email to their Technical Manager.
      • It is expected that such leave requests will be approved unless there are any substantial operational reasons.

        Requests for Longer Term swaps

      • Request to be in writing on a Workplace Flexibility form to the Technical Manager.
      • Requests should be at least 2 weeks in advance.

        General

      • Where a request is not approved the employee will be advised in writing including the reasons.
      • Where a request is refused there will be an ability to escalate to the Facility Operations Manager, the employee can be represented by the union with these discussions.
      • There will be a review of the swaps process after 3 months.

    SPF-SGF TECHNICIAN OVERTIME GUIDELINES - POST NSW T&S

    30 July 2020

    Background

    As part of the disputes settlement procedure the parties agreed to mediation of the dispute concerning the fair and transparent allocation of overtime for technicians at the facility under the new shift arrangements.

    The mediation was conducted on 30 July 2020. The mediator made a recommendation which was accepted by both parties as the resolution of the dispute.

    This is the agreement of 13 May 2020 as now amended by the recommendations of 30 July 2020:

    Guidelines

    1. Overtime offers will be based on the offer tally.

    2. Offer will be made to the person with the lowest offer tally for technicians across the facility subject to point 8; point 10; and that there is no requirement for Australia Post to offer overtime which would involve the person moving off their rostered shift.

    3. Offer tally to include all types of overtime offers made.

    4. Data on the actual overtime worked by each individual technician and team leader will be provided in a list which will be updated at least fortnightly and available to each team and to the JCC.

    5. Team leaders are responsible for maintaining and updating the offer list daily

    6. Staff are responsible for checking their tally and raising any discrepancies with their team leader immediately

    7. Updated offers list for all four teams are to be displayed on notice board weekly and kept on the shared drive

    8. Overtime offers will be made to staff present at work However, where there are insufficient acceptances from staff present at work Australia Post may ring employees at home (based on the tally list order). Ringing employees at home will only count as an offer if the employee actually accepts or refuses.

    9. Overtime offer will be made to staff at the facility first where the overtime is required

    10. Individual capability/capacity to perform the technical function will be part of the decision on overtime offer and that there is no requirement for Australia Post to offer overtime which would involve the person moving off their rostered shift. Where the tally list has not been utilised to offer overtime because of this point this will be recorded on the notice board weekly updated offer list.

    11. Overtime offers due to unscheduled absence will be made once the requirement is assessed

    12. Where practical efforts will be made to provide at least one hour notice for offers of overtime

    13. Effort will be made a day in advance to offer overtime for planned absences

    14. An offer of overtime constitutes 2 hours

    15. Saturday offers will be made to maintenance team and Day shift team first, based on their respective offer tally

    Notes:

    1. There will be a review by the parties of the extent to which the guidelines are operating to allocate overtime in a fair and transparent manner after six months.

    2. Team leaders will be included on tally lists noting that Australia Post generally only offers overtime to team leaders for team leader work and that overtime is rostered in team leader's rosters.

    3. The union notes that nothing precludes Australia Post from requesting team leaders to work overtime as technicians if required.


    SPF-SGF TECHNICIAN OVERTIME GUIDELINES - 13 May 2020

    General information:

    1. Overtime offers will be based on the offer tally.

    2. Offer will be made to the person with the lowest offer tally from the relevant team

    3. Offer tally to include all types of overtime offers made

    4. Each Teams will have their own overtime offer tally

    5. Team leaders are responsible for maintaining and updating the offer list daily

    6. Staff are responsible for checking their tally and raising any discrepancies with their team leader immediately

    7. Updated offers list for all four teams are to be displayed on notice board weekly and kept on the shared drive

    8. Overtime offers will be made to staff present at work

    9. Overtime offer will be made to staff at the facility first where the overtime is required

    10. Individual capability/capacity to perform the technical function will be part of the decision on overtime offer

    11. Overtime offers due to unscheduled absence will be made once the requirement is assessed

    12. Where practical efforts will be made to provide at least one hour notice for offers of overtime

    13. Effort will be made a day in advance to offer overtime for planned absences

    14. An offer of overtime constitutes 2 hours

    Sunday Offers (Temporary till End of June 2020)

    15. Sunday offers as indicated in the Roster.

    16. If not taken up before the day, offer will be made to the next person with the lowest offer tally from the two relevant teams

    17. If the rostered staff fails to show up for Sunday OT, it will be managed same as an unscheduled absence situation

    18. Where possible, Sunday OT offer will be aligned to the facility where the staff is rostered Monday to Friday

    Saturday Overtime offers:

    19. Saturday offers will be made to maintenance team and Day shift team first, based on their respective offer tally.


    OLD OVERTIME SCHEME - UNION PROPOSAL

    1. The system has been in operation for 20 plus years

    2. The allocation is based on overtime actually worked, (not offers and complex exceptions)

    3. The data is extracted from the pay system Workbrain (data is not generated manually)

    4. The overtime list will list all staff and the amount of overtime actually worked.

    5. The data will constitute a rolling 12 week tally, when a new week is added, the oldest week will be removed.

    6. Overtime is offered first to the eligible member lowest on the list, and if refused then can move up the list.

    7. Eligible means staff can work the overtime and not stopped by lack of a 10 hour break.

    8. Staff can ask to be put on a do not call list for offers.
