Tasmanian members welcome the end of SBD


05-12-11 SBD CEASES - EFFECTIVE IMMEDIATELY

There is no further roll back of SBD. There are no more round reviews

Because at para 2 of the Post SIB it states:
"We are suspending... (SBD)... effective immediately"
That is - SBD stops Monday 5 Dec 2011.

There will be a roll out of the delivery method we (CWU) first proposed at the historic meeting of the 21 posties. The SIB states
"Effective immediately ... we will nationally migrate to this new Vsort merge process" (The CWU proposed process)

The mis-sort problem is the key driver. We had not solved the safety or outdoor times problems.

WHAT IS SBD

Separate Bundle Delivery (SBD) is a new way to deliver mail. The delivery run begins with two bundles of mail, one sequenced by a machine and one sequenced by the Postie. These were traditionally merged indoors and the Postie delivers mail from one bundle of sequenced mail. The new process requires a larger mail bag (Front Letter Carrier or FLC) that holds two bundles of sequenced mail. They are merged outdoors at the letterbox. THE SBD SAFETY DISPUTE

CWU members in many delivery centres refused to perform SBD duties on safety grounds. There were a range of safety issues. See the report Summary of Safety Issues by Andrea Shaw and the Shaw Idea OHS Report 22-12-10. A detailed list of safety issues can be found at Details of the 3 Working Parties

Our photos show a common risk to a postie - cars reversing into a postie delivering mail. (no injuries in these incidents). However, several posties ahve been killed and the job is inherently dangerous. SBD increased the exposure to existing risks and created new risks.


SBD REVIEW MAKES PROGRESS

The position of Post is that SBD saves 30 minutes per round on average. Ahmed Fahour has stated that if SBD does not save time, he will not introduce it. Further, if it is unsafe, he will make it safe, or will not introduce it. The CWU position is that there is no saving at all, and in fact it costs time. More importantly, SBD is unsafe.

Following a number of meetings, Post has suspended the roll-out of SBD until 24 Oct 2011. All Posties are now back at work. It was agreed that three working Groups be established to investigate various issues associated with SBD. For WG details see Details of the 3 Working Parties






SBD DISPUTE - ROLLOUT SUSPENDED FOR 2 WEEKS

Representatives from the CWU National Delivery Committee met with senior Australia Post management on Tuesday 4 October 2011 to raise their concerns over the implementation of SBD (Separate Bundle Delivery), the cost effectiveness of SBD and the serious occupational health and safety issues related to the new delivery method including the safety concerns with the FLC (Front Letter Carrier).

Following discussions with Post and consideration by the CWU committee, Secretary Dan Dwyer and Senior Industrial Officer Michael Etue visited Airport West and Mt Waverly Delivery Centres in Melbourne. They recommended to PDOs who have been stood down that they return to work under the following guidelines.

EITHER

1. That members perform SBD at their parent DC but strictly in accordance with Australia Post Safe Operating Procedures;
a. No reading and riding
b. Stopping at each letterbox
c. Dismounting on hills
d. 10 kmh on footpath
e. Unless facilities exist on round, return to DC for meal breaks
OR
2. That members agree to move to an adjacent DC temporarily where Australia Post has agreed they may continue single bundle delivery.

Australia Post has agreed to the following:

  • There will be no training and rollout of SBD on any further rounds in all states for two weeks. ie until Monday 24 October 2011.
  • Joint working parties will commence from Tuesday 11 October to examine key issues; FLC, OHS issues and a comparison study of SBD and traditional delivery rounds.

    We also advised Australia Post of the following;

    While Post will no doubt review their position on suspension of roll out of SBD after 2 weeks, we need to ensure that the matter is ready for arbitration should all talks fail. We will be asking for the matter to be listed for arbitration but obviously will suspend the process if this matter is able to be resolved between the parties.

    Some members have since accepted one or other of the recommendations. But we still have more than 20 members stood down.

    SBD DISPUTE BEGINS

    Background

    This dispute about the health and safety issues associated with SBD has been with us for some time. Post is continuing to escalate the dispute with more unlawful stand downs. Individual members have refused to deliver mail using SBD because of their safety concerns. Post has threatened many members now, and in many cases directed staff home. Post allege that it is unprotected industrial action. However it is not "industrial action" if a member refuses to comply with a direction that threatens their health and safety. The dispute continues.
