SEPARATE BUNDLE DELIVERY

On Tuesday 11 Oct CWU and Post met to establish the Working Groups. The following sets out the agreed position:

1. There will be three working groups with the attached broad terms of reference. The Working Groups are expected to meet and commence work on Thursday 13 Oct 11. The WGs are:

  • The SBD FLC Working Group
  • The SBD Safety Working Group
  • The SBD Trials Group

2. Joint CWU/Post Trials will be conducted both as timed trials and desktop exercises. Initially the trials are:

  • Timed trials at Seven Hills and Alexandria (both Sydney).
  • Joint desktop analysis at Western Shores DC (Hobart), Rockhampton DC and Mt Waverley DC (Melbourne)
  • Note also that In Western Shores, Mt Waverley and Rockhampton, the joint exercise will be conducted by the local Manager and CWU representatives eg the Branch Secretary/HSR and/or delegate. These local working groups will report either jointly of separately to the Trials WG before Friday 21 Oct 11.

3. The Members of the Working Groups are

    4. An interim report back will take place on Friday 21 Oct 11 by telephone. The agenda will include:

    • Reports from each working group
    • Consider whether further trials should commence
    • Further action
    5. The CWU oversighting body is the National Delivery Committee

    TERMS OF REFERENCE

    WORKING GROUP NO 1 - SBD FLC GROUP

    1. A number of problems have been identified with the FLC. The current version (Version 11) is considered to have safety issues and needs revision. This WG is to:

  • Identify the current issues such as
  • Bag interferes with steering
  • Bag rubs on legs causing holes in clothing
  • Bag causes neck and back injuries
  • Bag obscured speedo and mirrors
  • If possible design a bag that overcomes all the issues

    2. Post has no objection to CWU getting expert advice on the Bag

    WORKING GROUP NO 2 - SBD SAFETY GROUP

    1. This WG is to identify the other safety issues associated with SBD and report on the individual issues which include but are not limited to:

  • Safety Issues
  • Analyse Injuries and Incidents - P400/medical
  • SBD on hills - dismount and/or bike stability
  • Eye strain
  • Concentration / cognitive
  • Breaks at 5 hours - when and where
  • Getting out earlier - before 8.30am and peak hours
  • Reading / riding
  • Unbalanced pannier bags
  • Helmet Issues - Weight and Airflow
  • Other Issues
  • Mail Security (at toilets, shops)
  • Business dominated rounds
  • Job design eg primary sort

    WORKING GROUP NO 3 - THE SBD TRIALS GROUP

    1. The WG is asked :

  • To prove or otherwise that SBD saves 30 minutes per day
  • based on saving indoors and
  • additional time outdoors
  • To assess times based on throwing sequenced mail into V Sort Frames
  • collateral benefits of removal of miss-sort
  • benefits of carding, redirects, and signature items

    2. The WG is to obtain and consider statistical information etc arising from the 6 week reviews of SBD

    3. The WG is to conduct detailed timed trials of two methods of delivery described above. In addition to the objective evidence, Posties should be interviewed to assess SBD.
