1A.2 Telecommunications Technical Officer Grade 2 will be paid at the salary rate shown at note (a) above upon completion of six months service.

1A.3 A Telecommunications Technical Officer Grade 2 who has been assessed as able to perform satisfactorily at the higher functions of the Telecommunications Technical Officer Grade 2 level and has been in receipt of the salary in clause 1A.2 for at least twelve months shall be advanced to the salary shown in note (b) above.

2A JOB DESCRIPTIONS

2A.1 Telecommunications Technical Officer Grade 1

Undertake tasks associated with the installation, operation and maintenance of telecommunications equipment. These tasks require a level of knowledge and skill that will enable the performance of routine installation, maintenance, operation and simple diagnostic activities.

2A.2 Telecommunications Technical Officer Grade 2

2A.2.1 Undertakes tasks involving the performance of technical functions connected with the installation, maintenance and operation of telecommunications and broadcasting equipment. This includes the analysis of complex system faults where a high level of diagnostic skill is required.

2A.2.2 In general this will include most system faults but will not include inter-system faults in the most complex switching technology. The performance of this work will require skill and initiative in the application of technical knowledge.

2A.2.3 The Telecommunications Technical Officer Grade 2 may take control of a small number of lower level staff and/or trainees.

2A.3 Senior Telecommunications Technical Officer Grade 1

The Senior Telecommunications Technical Officer Grade 1 in the main undertakes one of two roles, i.e.

  • a first level supervisor, directing the activities of a small group provide technical guidance to the group and participate as required in the work of the group, in particular, the more difficult technical work.
  • technical specialist/field operative. Involving the performance of technical functions associated with the maintenance, installation and operation of telecommunications and broadcasting equipment to a level which includes the diagnosis of complex system and inter system faults often in critical situations.

    2A.4(1) Senior Telecommunications Technical Officer, Grade 2

    Principal Telecommunications Technical Officer, Grade 1-2

    Technical Area Manager

    2A.4.1(a) The supervision of staff undertaking work in a Technical Area. The majority of the workload is that associated with the co-ordination and deployment of resources to ensure effective and efficient performance. The position would generally be the highest level of technical grades supervisor in the Technical Area.

    Supervisor/Specialist

    2A.4.1(b) The supervision of staff undertaking technical work in a functional group or a small multi-function group. The work does not place a high demand on the occupant of the position in relation to the supervising aspects and generally would not be in excess of 50% of the workload. The role requires the occupant to provide the group with high level technical support and guidance and to be responsible for the technical quality of the group's output.

    Technical Specialist

    2A.4.1(c) The Technical Specialist undertakes highly specialised work, which requires a very detailed and high order of technical knowledge coupled with a high level of responsibility in respect of the particular work area. The breadth of work is generally narrow but the depth of understanding is particularly high. The Technical Specialist can be required to lead a small team, however, the management content in the responsibilities and associated workload is minimal and is of little significance.

    2A.4.2 Principal Telecommunications Technical Officer Grade 2

    The positions known as Team Leader (by whatever title they are known from time to time) in the Customer Services Groups (CSGs) of the field technical workforce of the Business and Government organisational unit of the Corporation are properly classified as Principal Telecommunications Technical Officer Grade 2.

    2A.5 Principal Telecommunications Technical Officer Grade 3

    Technical Area Manager which would involve the supervision of a large number of staff undertaking work in a Technical Area. The majority and key aspect of the workload is that associated with the co-ordination and management of extensive resources to ensure effective and efficient performance. The position would be the highest level technical grades supervisor in the Technical Area.

    2A.6 Electrical Officer 1

    The occupant of this work level will be required to work, under direction of qualified senior staff, on tasks associated with installation, commissioning, operation and maintenance of building electrical and mechanical services. The work level involves using a basic level of diagnostic skills.

    2A.7 Electrical Officer 2

    This position participates in the work of a group or operates as an individual and is responsible for the installation, maintenance, operation and repair of Engineering Services and Telepower plant and equipment. Oversee the quality and quantity of work performed as required to ensure safe and efficient work methods are used. Direct and control tradesmen and other support staff which involves the allocation of tasks, guidance and supervision of staff to ensure safe and efficient work practices.

    2A.8 Senior Electrical Officer 1

    Under the general direction of a Senior Electrical Officer 2 or 3, take charge either as an individual or member of a group within a cell. The performance of this role requires the application of technical skill and initiative. The service range includes maintenance, installation and operation of telepower, air conditioning, fire alarms and security systems etc.

    2A.9 Senior Electrical Officer 2

    Positions at this level are necessary to provide co-ordination of a particular function in the engineering services environment. Alternatively positions at this level are the highest level of technical specialist.

    2A.10 Senior Electrical Officer 3

    Positions at this level are necessary to provide co-ordination of activities below the Engineering Services Manager. The range of services includes installation, operation, commissioning and maintenance. The utilisation of this grade occurs in plant situations of high complexity and strategic importance where co-ordination of effort is paramount.

    2A.11 Engineering Services Manager

    The work of the Engineering Services Manager involves accepting management responsibility for the efficient and effective operation of the engineering services installation and maintenance service. The work undertaken at this level requires the application of technical and managerial judgements at a high level.

    2A.12 Production Officer Grade 1

    This grade is separated into two distinct levels by a Competency Assessment barrier at the third Salary Sub-division. Advancement past the barrier is dependent on the job holder obtaining competency assessment certification in accordance with Barrier Guidelines provided. Under supervision of a Production Officer Grade 2 or Telecommunications Officer the work of a Product Officer Grade 1 consists of carrying out tasks in Telecom Industries associated with renovating, assembling, wiring, testing, repairing and adjusting Telecommunications equipment where the level of competence required is below that of a Production Officer Grade 2. The level of skills involves limited decision making, analysis and a range of practical skills.

    2A.13 Production Officer Grade 2

    Under supervision of a Telecommunications Officer, the work of a Production Officer Grade 2 consists of carrying out tasks in the Telecom Industries environment associated with supervision and/or specialised manufacturing, renovating, wiring, assembling, testing, fault finding, repairing and/or adjusting of Telecommunications equipment, related components and parts.

    2A.14 Tradesperson Work Level 1

    Tradesperson Work Level 1 is the entry point for unqualified Tradesperson into the Trades structure. Tasks associated with this level are generally performed under instruction and/or in conjunction with an appropriately qualified Tradesperson and include a range of work associated with the manufacture, repair, maintenance, service and installation of a range of products and components on, or using a variety of plant, equipment, processes and materials.

    2A.15 Tradesperson Work Level 2

    Tradesperson Work Level 2 is the entry point for Tradesperson with qualifications appropriate to the Trade Structure. The Tradesperson at this level has the skill to perform a range of tasks specific to a trade discipline in a safe and proficient manner, under direction or guidance as appropriate.

    2A.16 Tradesperson Work Level 3

    2A.16.1 Tradesperson Work Level 3 is appropriate for Tradesperson who are qualified to occupy positions at Tradesperson Work Level 2; and who:

    2A.16.1(a) Have recognised qualifications in the required range of trade skills which shall encompass the basic trade qualifications, plus the ability to complete tasks associated with a range of related trades. These additional skills may be gained by training or on-the-job experience as recognised by an appropriate skills audit or competency test; and

    2A.16.1(b) Are required by the nature of the position to apply the range of skills; and

    2A.16.1(c) Have gained at least one years experience at Tradesperson Work Level 2 or equivalent; or

    2A.16.2 Are Tradesperson who are involved in advanced technologies or processes of a specialised nature.

    The main feature of a Tradesperson Level 3 is a multi-skilling ability, with emphasis on taking responsibility and being able to complete to the required standard, a range of tasks associated with other related trades, although a degree of specialisation (as defined) may occur.

    2A.17 Tradesperson Work Level 4

    A Tradesperson Work Level 4 should possess at least the trade qualifications of a Tradesperson, Work Level 2, and in addition meet a further qualification either through a prescribed post-trade course as defined, or by other means including industry based or in-house training. Recognition may be given to relevant higher level technical qualifications.

    2A.17.1 The role of Tradesperson Work Level 4 is that of:

    2A.17.1(a) An operative technical specialist who has gained, by appropriate formal training or extensive on-the-job experience, specific skills that are relevant to the required functions. The role may encompass supervision and co-ordination of a small specialist project team.

    2A.17.1(b) A Coordinator of the activities of a small multi-functional repair centre or medium work unit, although the emphasis will be on "hands-on" trade activities.

    2A.18 Tradesperson Work Level 5

    2A.18.1 Tradesperson Work Level 5 is defined as that of:

    2A.18.1(a) A Service/Technical Manager whose prime focus is on managing the business operation of a medium sized multi-functional work centre, or large work unit; or

    2A.18.1(b) A high level technical expert who is responsible for a specialist project or function. The number of Tradespersons Work Level 5 would by the nature of the position be limited and would typically exist to meet the specific needs of the project or function.

    2A.18.2 The responsibilities of this Work Level include strategic planning, budget formulation and control, customer interfacing, liaison with manufacturers and contractors, work scheduling, marketing of products and services, and resource, technology and project management.

    2A.19 Tradesperson Work Level 6

    2A.19.1 The classification of Tradesperson Work Level 6 is appropriate to a Tradesperson who manages the activities of a large multi-functional Work Group, comprising two or more medium sized or specialist Work Units which are typically controlled by Tradesperson Work Level 5.

    2A.19.2 A key responsibility of this level is to participate in the higher level formulation of business strategies and plans for the Work Group, and the achievement of performance targets by effectively managing and coordinating resources. Involvement in day to day activities should be minimal.

    2A.20 Senior Building Technical Officer Grade 1

    2A.20.1 The work consists of tasks and assignments covering building or building related matters or small uncomplicated building work projects. The work involves base level operating duties based upon established procedures and practices. Decision-making is routine in nature and staff at this level work under day to day supervision.

    2A.20.2 The occupants of these positions are required to communicate frequently with other staff members and to a lesser extent with staff of contractors, local authorities, etc.

    2A.21 Senior Building Technical Officer Grade 2

    The work undertaken at this level requires both a thorough knowledge of planning and design principles and/or construction practices. The occupants of these positions are required to demonstrate initiative and sound technical judgement and work under limited supervision.

    The occupants of these positions are also required to communicate frequently with other staff members in Telecom Property Services and with Property Service clients, contractors, local authorities etc.

    The work involved can be broadly described under the role of Technical Specialist/Field Officer, Technical Specialist/Project Officer or from leader in carrying out, supervision or coordinating the planning, design and/or construction of medium sized (ranging in a value to say $250,000) routine type building project.

    2A.22 Principle Buildings Technical Officer Grade 1

    2A.22.1 The work undertaken at this level requires a thorough knowledge of planning and design principles and policies and for construction practices and standards. The occupants of these positions are required to exercise a high level of initiative and to demonstrate sound technical judgement under minimal supervision. The occupants of these positions are also required to effectively communicate with manager and staff members in Telecom Property Services, managers in client areas, contractors and senior staff in external authorities.

    2A.22.2 The work can be broadly defined as falling into one or more of the following three roles:

  • Technical Manager;
  • Project Manager / Team Leader; and
  • Technical Specialist / Project Officer.

    2A.23 Principal Buildings Technical Officer Grade 2

    2A.23.1 The work undertaken at this level requires a thorough knowledge of the policies and procedures covering building projects and an understanding of the policies covering the activities of Telecom Property Services. The occupants of these positions are required to exercise a very high level of initiative and to demonstrate sound individual judgements of a technical or material nature with little or no supervision. The occupants of these positions are also required to effectively communicate with managers and staff members in Telecom Property Services, managers in client areas, contractors and senior staff in external authorities.

    2A.23.1 The work can be broadly defined as falling into one or more of the following three roles:

  • Technical Manager;
  • Project Manager / Team Leader; and
  • Technical Specialist / Project Officer.

    2A.24 Principal Buildings Technical Officer Grade 3

    2A.24.1 The work undertaken at this level requires the application of initiative and technical judgement as well as exercising the highest order of managerial skill in one or more of the following roles:

    2A.24.1(a) Technical Area Manager.

    2A.24.1(b) Technical Specialist/Project Manager.
