43 A1. WAGE RATES

A1.1 Occupational/Classification/Levels

This Agreement provides for a classification title incorporating five (5) levels. The title being:

A1.1.1 Employees will be classified into one of the following classification levels, which is compatible to the company's needs provided the employee has the appropriate qualifications. Employees will be required to carry out such duties as are within the limits of the employees' skill, competence and training, including work that is incidental or peripheral to the employee's main function.

A1.2 Skills Enhancement Programme Progression

All employees shall have a reasonable opportunity of progressing to a higher classification level. Advancement to a higher level will result from:

  • Requirements of the company for skills within the classification levels.
  • Capacity of the employee to competently perform the work.

    NB: Classification advancement is dependent upon vacancies and the needs of the company. Classifications or wage adjustment is not advanced on a skills acquired basis.

    A1.3 Classifications

  • This Agreement provides a classification structure which is competency based.
  • Each employee will have his or her skills recognised on a skills matrix, which will be approved by Company management.
  • A training plan to fill the skills gap will be developed for employees who do not meet their classification requirements.
  • Each employee will be required to gain competency in the relevant skills in a reasonably, practical timeframe after appropriate training, given reasonable access to on the job training. Three (3) months will be regarded as a reasonable timeframe.
  • Employees will maintain their current level unless the employee fails to gain the appropriate competency.
  • The employee will then commence to be paid under the applicable level to which he or she is competent.

    Persons employed at any one of the following levels will be a person who has the necessary qualifications defined in accordance with the relevant provisions of this Appendix. Classifications 38hr Weekly Wage Rates From:

    A1.4 Additional Classifications

    The Classifications mentioned are not considered to be inclusive of all classifications likely to be used, other classifications may be included from time to time, provided discussion takes place between the relevant Parties to the Agreement.

    A1.5 Height Allowance

    An employee required to ,carry out work on a tower, mast, guy-rope or any telecommunications structure on the external faces of buildings or parapets shall be paid a daily Height Allowance in accordance with the following rates:

    This allowance shall not apply when an employee is working with the aid of a 'cherry picker', scissor lift or other similar elevating work platform but will apply in the case of a swinging stage, bosuns chair or similar suspended device.

    A1.6 First Aid Allowance

    An employee who has been trained to render first aid and who is the current holder of appropriate first aid qualifications such as a certificate from the St. John's Ambulance or similar body shall be paid a weekly allowance of $11.30 if appointed by their employer to perform first aid duty.

    This amount will be increased in line with the wage rate movements as per the table below:

    A1.7 Higher Duties

    An employee engaged for three (3) or more days over a 10 working day period on duties carrying a higher rate than his or her ordinary classification shall be paid the higher rate for such work. If less than three (3) days over a 10 working day period are worked no higher payment is applicable. Employees undergoing training for supervisory positions will not be paid higher duties whilst in training.

    44. A2. GENERAL DUTIES, SKILLS AND ATTRIBUTES

    A2.1 In addition to the specific skills, qualifications and competencies each classification level of this Agreement requires from relevant employees, all employees will have the ability to carry out and comply with the following:

  • Have a current driver's licence (where necessary).
  • Have relevant WorkCover certificates (where necessary).
  • Be available to work reasonable overtime, including weekends.
  • Be prepared to work shift work.
  • Be able to read and interpret DA plans and road maps etc.
  • Be prepared to take up relevant training programs.
  • Increase awareness and understanding of company and client quality requirements.
  • Increase knowledge of and work in accordance with company and client safety practices and procedures.
  • Use resources effectively to minimise wastage of material.
  • Work efficiently and competently to minimise re-work.
  • Use ordinary hours available to optimise productivity.
  • Be prepared to work independently and/or in a team situation.
  • Always be considerate of others, (i.e. work partners, general public, client).
  • Be protective of company and client vehicles, plant and equipment and associated infrastructure.
  • Be protective of the general environment surrounding work site.
  • Be prepared to carry out work that is incidental or peripheral to main duties/tasks and work with other team members to complete the whole task.
  • Be prepared to increase computer skills, and carry out incidental work associated therewith.
  • Abide by company house rules.

    45. A3. POSITION DESCRIPTIONS

  • LEVEL 1

    This GridComm Pty Ltd job role is a labourer or operative's assistant who undertakes telecommunication, installation and/or maintenance activities.

    The functions at this level are performed under direct on-site supervision, and will typically include assisting in a combination of activities and/or behaviours as typified by the following:

    1. Construction/installation of jointing chamber

    2. Hauling activities

    3. Shoring

    4. Pit, pipe, conduit and associated plant

    5. Direct buried cable activities

    6. Operation of basic hand and power tools

    7. Cable manufacture and repair

    8. Pre-wiring of installation site

    9. Act as second member of a two person team working in defined confined spaces

    10. Maintain network integrity at all times

    Rigging staff require a Rigger's Permit and must seek Rigger's Certification within 12 months.
    Technical staff to obtain a "working at heights permit" within 12 months.

    This GridComm Pty Ltd job role is an operative who undertakes telecommunication, installation and/or maintenance activities.

    Primary Role - one or more of the following work activity areas

    1. Construction work

    2. Radio Lines

    3. Mechanical Aids

    The functions at this level are performed with minimal supervision but with instruction and will typically include a combination of activities and/or behaviours as typified by the following:

    1. The installation, testing and commissioning of telecommunications equipment to current practices, in network and customer sites.

    2. Position and terminate cables, install jumpers, wires, strapping etc.

    3. Assembling, erecting, positioning and labelling all items of equipment.

    4. Installation, repair, maintenance and associated pre-wiring/termination/jointing and interconnecting of all services.

    5. Maintain network integrity at all times

    6. Construction/installation of jointing chamber

    7. Hauling activities

    8. Shoring that the operator is competent and appropriately certified

    9. Pit, pipe, conduit and Associated plant

    10. Direct buried cable activities

    11. Locate plant of other utilities prior to construction (potholing)

    12. Bonding and earthing of all cables including measurements

    13. Installation and maintenance of radio sites and associated equipment

    14. Work associated with, and including, cable terminating and jumpering of distribution frames

    15. Perform cable rearrangements and cutovers (minor)

    16. Insulation and continuity testing

    17. Cable pressure / alarm systems, installation, maintenance and repair

    18. All rigging activities under supervision

    19. Radio site preparation, including pegging

    20. Radome lacing using a twin rope "A" frame under supervision

    21. Shot firing, that the operator is competent and appropriately certified

    22. Assisting storeperson in all store/warehouse related activities.

    23. Preparation and processing of related documentation and recording, including the straight forward use of keyboards and screen based equipment / systems to determine material status for entry purposes

    24. Receipt, identification and acquittance of stores

    25. Participation in stocktaking as required

    26. Prepare for issue, deliver or dispense all types of material held in store.

    27. Assume foil responsibility for the operation of any mechanical aid that the operator is competent and appropriately certified to operate.

    28. Assume full responsibility for machine service and maintenance in accordance with the manufacturer's recommendations. In breakdown situations initiate prompt repair action.

    Depth/Breadth Of Experience/Skills Required To Perform The Job:
    The work undertaken at this level involves the carrying out of tasks connected with the installation and operation of telecommunication equipment. These tasks require a level of knowledge and skill that will enable the performance of routine installation, operation and simple diagnostic activities. This requires a basic working knowledge of Design and Construction technologies such as Mobiles, Switching, Transmission Systems/Mediums, Power, Wideband, Network Buildings, Radio, etc.
    In addition, specific requirements exist in the following areas:

    Radio/Broadcast:
    1. Staff require an awareness of basic rigging practices.
    2. Rigging staff to obtain certificates in "Tower rescue" and "Twin rope access"

    Mechanical Aids:
    1. Staff at this level must hold the appropriate certificate to operate the required plant.

    Driving Towing:
    1. Staff at this level may be required to obtain higher-level licences to operate large vehicles and plant.

    Field Supervision:
    Subject to complexity and the critical nature of the work, the supervisor at this level is a hands-on member of a team and may supervise and co-ordinate up to 3 level 1 staff. As a part of the co-ordinating function this person would interpret the job sketch / drawing and if necessary make minor changes in the job application which did not change the job design intent.

  • LEVEL 3

    This GridComm Pty Ltd job role is an operative who undertakes telecommunications, installation/maintenance activities

    Primary Role - one or more of the following work activity areas

    1. Cable and conduit construction

    2. Radio Lines

    3. Mechanical aids

    The functions at this level are performed with minimal supervision and minimal instruction and will typically include a combination of activities and/or behaviours as typified by the following:

    1. Position and terminate cables, install jumpers, wires, strapping etc.

    2. Terminating and testing coaxial cables

    3. Assembling, erecting, positioning and labelling all items of equipment.

    4. Installation, repair, maintenance and associated pre-wiring/termination/jointing and interconnecting of all services.

    5. Maintain network integrity at all times.

    6. Act as second member of a two-person team working in defined confined spaces.

    7. Complete documentation as require.

    8. Optic fibre testing/splicing and commissioning as appropriate.

    9. Installation and maintenance of single line customer plant equipment.

    10. Provide and test lines for special services.

    11. Terminate and test coaxial cables

    12. Terminate and test waveguides and antennae.

    13. Fault localisation, analysis and repair.

    14. Cable pressure / alarm systems, installation, maintenance and repair.

    15. Jointing / sealing and identification of all cable.

    16. Work associated with pair gain system installation, conditioning and maintenance.

    17. Cable location for other parties.

    18. Work associated with, and including, cable terminating and jumpering of distribution frames.

    19. Perform cable rearrangements and cutovers.

    20. Installation and maintenance of radio sites and associated equipment, including customer radio installation.

This would normally be for broken periods of time only, or for the duration of a specific project as determined by business needs.

    A good level of written and oral communications skills .

    This GridComm Pty Ltd job role is a skilled operative who undertakes telecommunication/design/installation/maintenance activities

    Primary Role - this will normally be in one of the following work activity areas:

    1. Complex cable and construction

    2. Complex Radio Lines

    3. Basic design

    The functions at this level are performed without supervision and will typically include a combination of activities and/or behaviours as typified by the following:

    1. Design, installation, testing, commissioning and integration in network sites.

    2. Analyse system faults where a high degree of diagnostic skill is required.

    3. Carry out prescribed hardware modifications to all items of equipment.

    4. Maintain network integrity at all times.

    5. Fault localisation, location, analysis and repair of all fault types.

    6. Cable testing and recording.

    7. Optic fibre testing/splicing and commissioning as appropriate.

    8. Optic Fibre/Coax/Copper Cable testing and analysis and running O/F jumpers.

    9. Undertake complex cable rearrangement activities in all cables.

    10. Interpret plans and make judgements on the appropriate method of cutover, eg. Double jumpering, multiplying pairs, tie cables.

    11. Ensure customer inconvenience is minimised during network rearrangement by applying relevant GridComm Pty Ltd quality instructions.

    12. Undertake the full range of alarm system management

    13. Isolate cable faults by use of instrument/s from a remote testing point within the network.

    14. Terminate copper cable in MDF and run jumpers.

    15. Where required undertake the repair of damaged cable with regard to all working services.

    16. Cable pressure / alarm systems installation, maintenance and repair.

    17. Inspect and maintain radio structures.

    18. Terminate and test wave-guides and antennae.

    19. Proactive fault management.

    20. Site survey.

    21. Special jury rig.

    22. Installation and maintenance of radio sites and associated equipment including customer radio.

    23. Address Maintenance.

    24. Network Records Maintenance.

    25. Post Construction Recording.

    26. Complete documentation as required.

    27. Provide information and assistance to staff as required to efficiently perform their work.

    Depth/Breadth Of Experience Skills Required To Perform The Job:
    This job role will analyse complex system faults where a high level of diagnostic skill is required. This role will also have a reasonable working knowledge of one or more Design and Construction technology and a basic knowledge of several other Designs and Construction technologies such as Switching, Transmission, Power, Wideband, Buildings etc.
    Staff must demonstrate a practical working knowledge of the relevant work practices and competency in the above functions as required. In addition, specific requirements exist in the following areas:

    Cable Practices: Staff must demonstrate a high level of skill in one or more of the following: a wide range of complex cable jointing, testing/analysis or fault localisation practices. Staff would require a detailed understanding of the influence of a wide range of factors such as:

  • Existence and characteristics of special services and pair gain systems
  • Non-interference of working services
  • Availability of spare pairs

    Radio/Broadcast:
    It is mandatory for staff at this level to possess an advanced riggers certificate and must demonstrate competency in Radio Lines activities and supervisory capabilities. Rigging staff are to maintain safe system and work document processes.

    Design:
    Skills and experience appropriate to the role.

    Field Supervision:
    Subject to complexity and the critical nature of the work, the supervisor at this level is a hands-on member of a team and may supervise and co-ordinate up to 9 staff.
    As a part of the co-ordinating function this person would interpret the job sketch / drawing and if necessary make minor changes in the job application which did not change the job design intent.
    In the event that the party under the level 4s control is split into two groups, ie. 2x2 and are working remotely at different installation sites engaged in the process of eg. Panning dishes, then there will be a level 3 or a level 3 (acting) in charge of the team remote from the normal supervisor (level 4). This would normally be for broken periods of time only, or for the duration of a specific project as determined by business needs.

    This GridComm Pty Ltd role is a leading operative in telecommunication/design/ installation/maintenance work activities.

    Primary Role - one or more of the following work activity areas:

    1. Design and estimating

    2. Leading Operative - field

    Functions performed in this area will typically include a combination of activities and/or behaviours as typified by the following:

    1. Lead a project work team, and assign overall responsibility for the safe and timely completion of project activities.

    2. Development of team members through on the job training

    3. Planning, programming, co-ordination and control of the project activities and resources for the team.

    4. Conduct and report on technical investigations.

    5. Radiation hazard measurement

    6. Optic fibre testing/splicing and commissioning as appropriate and running Optic Fibre jumpers.

    7. Perform functions in design and estimating.

    8. Update appropriate systems with project completion data and maintain databases of reference.

    9. Supervision of sub-contractors as required.

    10. Carry out site inspections prior to work commencing.

    11. Maintain network integrity at all times.

    12. Proactive fault management.

    13. Liaise with Project Management as required.

    14. Performance Analysis and Reporting.

    15. Workload / Workforce management.

    16. Create "Scope of Work" for field allocation.

    17. Review and modify "Scope of Work" for field allocation.

    18. Petty cash / meal allowances.

    19. Fleet maintenance co-ordination.

    This level requires extensive knowledge of relevant functions. Staff must demonstrate a practical working knowledge of the relevant work practices and competency in any of the above work activity areas. In addition, specific requirements exist in the following areas:
    Radio/Broadcast:
    It is mandatory for staff at this level to possess a riggers certificate and must demonstrate competency in Radio Lines activities. Rigging staff are to maintain certificates in "Tower rescue" and "Twin rope access". Radiation measurement staff must complete the appropriate training and demonstrate competency in this task.
    Leading Operative - Field
    The work undertaken at this level requires the application of initiative and technical judgement and involves leading a team undertaking project activities. The role will provide high-level technical support and guidance and will be responsible for the team's output. The team may comprise staff of any designated group.
    Leading operative roles require extensive knowledge of the Health Safety and Environment role together with the ability to take a pro-active role therein.

    Communication Skills:
    A good level of written and oral communications skills.

    Work Group Purpose:
    To deliver projects in a safe and healthy manner, to work instruction standards and in accordance with the project scope.

    A4.1 Rates of Pay - Definition

    A4.1.1 The rates of pay expressed in this Appendix provide for all conditions of employment. They are the minimum rates of pay to be paid.

    A4.1.2. The weekly/hourly rates as specified at Al and A3 reflect, where applicable, the ordinary time 38hr Weekly Wage Rate. These wage rates comprehend all/any allowances including, without limiting, Agreement/Award entitlements, industry or company Agreements, over Award payments, the generality of site disability payments including Award special rates, i.e. confined space, wet underfoot, height, dust, dirt, special skill payments, wind, training, laundry and other similar or like payments which may be provided for in any other relevant Awards or Agreements (be they Federal or State) and not expressly provided for elsewhere in this Agreement, and/or relative to the scope of work to be undertaken, are deemed to be incorporated in this Agreement.
