Skills Matrix:

LABOURER

Primary role: The installation, repair, construction, and maintenance of telecommunications products and services.

Typical functions:

  • Basic labouring tasks
  • Pick, pack and distribute material
  • Cable hauling including Rod and Rope
  • Terminate cables, install jumpers
  • Assemble, erect, position, and label various equipment
  • Shoring
  • Pit, Pipe, and Conduit construction
  • Climb structures
  • Cleaner
  • Operate motor vehicles including Trucks
  • Operate various construction machinery

    Note: role may include some or all of the above

    Mandatory Qualifications: Drivers licence - valid for vehicle type (inc Towing where applicable)

    Desirable Qualifications: Machinery operators licence - valid for machinery type, Riggers ticket (if reqd), Able to read, write, and speak clearly understand English, Cable Jointer Basic - Optical Fibre and Copper (if reqd)

    BASIC OPERATIVE

    Primary role: Undertake a range of construction, provisioning and maintenance activities in the telecommunications network.

    Note: this role may also include functions listed in Role # 1

    Typical functions:

  • Pit, Pipe Conduit and Cable installation
  • Cable hauling including Rod and Rope
  • Rigging activities
  • Installation, testing commissioning of telecommunications equipment
  • Terminate cables, install jumpers, wires, strapping.
  • Truck driving and towing (up to 24 tonne)
  • Machinery / Plant operation (up to 12 tonne)
  • Lead up to 3 people
  • Installation and maintenance of Payphone booths
  • MDF jumpers installation and maintenance
  • Simple product replacement (T200, T400)
  • Basic domestic cabling and pre-provisioning of lead-ins
  • Single line service installations at customer premises
  • Material receipt, recording and queries, including material ordering and administration.
  • Manual despatch of work to the field
  • Distribution of cable plant plans to the field (Dial before you dig)

    Note: role may include some or all of the above

    Mandatory Qualifications : ACA Cabling licence, Drivers licence - valid for vehicle type, Machinery operators licence - valid for machine / plant type, Rigger (if reqd), Cable jointer - Optical fibre and Copper (if reqd)

    Desirable Qualifications: AQF2 (cabling), Able to operate screen based equipment, Working at height, Height rescue

    INTERMEDIATE OPERATIVE

    Primary role: Undertake a range of construction, provisioning and maintenance activities in the telecommunications network, Perform end-to-end installation, repair maintenance and diagnostic functions related to telecommunications products and services.

    Note: this role may also include functions listed in Roles # 1 &2

    Typical functions:

  • Installation, testing and commissioning in network sites
  • Assist in the preparation of detailed designs, plans drawings material ordering and quotes.
  • Input to various Databases of Record
  • Participate in field inspections
  • Analyse and rectify system faults
  • Carry out prescribed hardware modifications to all items of equipment
  • Carry out prescribed software modifications
  • Radio installation work, including climbing (working at height)
  • Cable locations
  • CPAS basic (inc sealing)

  • Operator - heavy plant / machinery (plough, rock saw, etc)

    SKILLED OPERATIVE

    Primary role: Undertake the full range of construction, provisioning, and maintenance activities in the telecommunications network including basic design, Undertake end to end installation, repair, and maintenance functions associated with telecommunications products, Undertake tasks associated with preparation of work orders, work distribution and other support activities including technical direction of other staff

    Note: this role may also include functions listed in Roles 3 1, 2, &3

    Typical functions:

  • Installation, testing and commissioning in network sites
  • Analyse and rectify system faults where a high level of diagnostic skill is required
  • Cable testing and recording
  • Optic Fibre testing, splicing and commissioning
  • Inspect and maintain radio structures
  • Radiation hazard measurement
  • Terminate and test wave guides and antennae
  • Survey radio site locations
  • Special jury rig
  • Highly skilled cable jointing (complex cable joint / Optic Fibre splicing / rearrangement and cutover work associated with RIMs)

    ADVANCED OPERATIVE

    Primary role: Without immediate supervision or direction: undertake the full range of end to end installation, repair and maintenance functions in the telecommunications network, undertake work support functions, directly supporting a field workforce engaged in the installation, repair, construction and maintenance of telecommunications products and services, undertake the full range of complex tasks associated with management, allocation, and distribution of work to the workforce

    Note: this role may also include functions listed in Roles # 1, 2, 3, & 4

    Typical functions:

  • Lead a project work team in the safe and timely completion of project activities for radio and cable network infrastructure.
  • When operating as a Team Leader - develop the micro schedule necessary to deliver all work requirements, - control activity movements of team members, Subcontractors, suppliers, and other resource providers, - planning, programming, coordination and control of project activities and resources for the team
  • Conduct and report on technical investigations
  • Optic Fibre testing, splicing, commissioning, and running
  • Optic Fibre jumpers
  • Perform technical functions associated with the installation and operation of telecommunications equipment - including diagnosis of complex system faults, often in critical situations
  • Participate in development and introduction of installation techniques, aids or control systems
  • Prepare and submit all documentation required for preparation, implementation and finalisation of projects
  • Design preparing detailed designs, plans , drawings, material ordering and quotes
  • Good knowledge of current standards, installation practices, testing and commissioning procedures. Provide guidance to installation staff and produce designs in accordance with standards and statutory requirements. Prepare designs within allocated costing budgets
  • Evaluate consultancy contracts requiring the generation and assessment of options.
  • Liaise with Project Management, local authorities, construction, and customer network operations staff as required
  • Installation and repair of complex products and cabling (PABX, SBS, Data & Special services, Mobiles, Media and Broadcast services, Cisco, Data & IP, Routers)
  • Repair of complex transmission and inter exchange network faults
  • Repair and maintenance of Network interference and service affecting faults, including isolations associated with switches and transmission systems (Special service jumpers, fault rectification and hazardous board replacement under direction from GOC, RIM, RCM etc)
  • Repair and maintain large pair gain systems, (RIM, DRCS, & Customer Radio etc)
  • Control a segment of material distribution and warehousing products and services
  • Scheduling, system administration and field supervision as required
  • Construction project planning and scheduling
